What is PACME?

The Government of Quebec’s Concerted Actions for Maintaining Employment Program (PACME) aims to provide direct support to businesses experiencing a reduction in their activities due to the COVID-19 pandemic. PACME thus offers direct financial support to promote training and the implementation of good practices in human resources management. The projects submitted can be of variable duration (from a few days to a few weeks or months) depending on the needs established.

Financial aid

Reimbursement of eligible expenses for business training projects: 100% of expenses of $ 100,000 or less; 50% of expenses between $ 100,000 and $ 500,000.

Limited time

Project requests are accepted until September 30, 2020, or until the $ 100 million budget envelope is exhausted.


Direct assistance to companies for their HR management and skills development activities for workers, so that they take advantage of the current break to increase the skills of their workforce.

It is imperative to contact the local employment center in your administrative region to request a training reimbursement. Click here for the CLE contact details for your region (in section 2, choose the “Business services” option). 

Whether for online training or tailor-made private training, you must fill out an application form before paying the training costs. This form will be given to you by your local Employment Center advisor in your region. Please do not hesitate to contact us for assistance in answering questions. Note that each administrative region has its own form.

You can now send your grant request to your Emploi-Québec regional advisor by email.

It can take one to two weeks before getting the answer from your Emploi-Québec regional advisor.

If the request is approved, we can now start the training (s) according to your needs and business objectives.

This is the deadline that has been set by the government to benefit from this program.
